outdated GRIB info in docs

I noticed this page still says the GRIB plugin requires the grib-api library instead of ecCodes (https://confluence.ecmwf.int/display/ECC): https://meteoio.slf.ch/doc-release/html/data_sources.html

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
