DBO only works within SLF network

It turns out that the DBO plugin only works from within the SLF network. The documentation should make this clear, because external users now get confused here. Also, it would be good to also support the externally facing APIs.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
