package libmeteoio.dll next to meteoio_timeseries on Windows

Since Windows has no way to search for dlls other than next to the calling exe, the packaging should always copy the libmeteoio.ddl next to its meteoio_timeseries consumer (otherwise, we forget to manually do it when packaging)
