Publication with Pangea

Pangea has a different publication process compared to Envidat: the data owners contact Pangea for their publication needs and Pangea does the publication (manually, including hosting the data that has been shared to them).

• Prevent publication of the same dataset to multiple data repositories (ie with DOI) -> it should be possible to choose either Pangea or Envidat
• Have the data owner accept Pangea terms and conditions (in a popup window) before being able to publish to Pangea
