Define, implement and document how to become data owner

Normal users (ie only logged in) should have a clear way to request how to become data owners and this should be documented. Most probably, the best way would be for it to be integrated within the system, for example:

• the user would see a button in his/her profile "Become data owner".
• Once clicked, this would open a modal dialog with some text explaining what a data owner is, when it is needed and that by clicking the button below "Request to become data owner", the request will be sent to the site administrators who will validate the request.
• Once clicked, a notification would be generated and sent to the site admins. This would NOT be aggregated together will all the datasets notifications (for site admins that are also data owners) but instead aggregated separately into a site administration notification queue (so all such requests would only be sent once a day together with any other administration notifications).
• the site admins would be able to upgrade or downgrade a user to data owner in the user management interface. Upgrading a user into data owner would remove his/her request from the notifications queue.

Of course, this whole process needs to be quickly laid out in the documentation too (so people know that they can request to become data owners from within the system).
