Link to OSCAR for metadata

If the WIGOS_id is available, we could directly link to the metadata page of the station. If not, we could advertise for the station to be registered (if wished for by WMO). Should such a link be included in Inishell? In the web service interface? Should it be offered in order to search for WIGOS_id when creating a new station?
