Lightweight data portal for SLF

For SLF's internal use, it would be nice to have some lightweight data portal features in the web service:

• map showing all datasets;
• setting filters (by date range, parameters, keywords, project, program);
• search function (by parameters, keywords, full text on the title/description, project...)

We should also coordinate with Envidat...
