Timeseries of parent domain is re-initialized after the start of the nest

Timeseries of parent domain is re-initialized after the start of the nest. Therefore, once the nest starts, the data previously stored in the timeseries output files of the parent domain is lost. This issue was fixed in WRF v4.5.2: https://github.com/wrf-model/WRF/pull/1953

The same changes could be made in our code version.
